Quebec motorists will be required to swap their summer tires for winter ones starting next winter, under a provincial law passed Wednesday.
As of Nov. 15, 2008, drivers will have to equip their vehicles with snow tires from that day each year through to April 15. The province estimates that 90 per cent of vehicles already use snow tires though an estimated 500,000 people rely on all-season tires.
The law makes Quebec the first province to require winter tires.
Jean-Marie de Koninck, who served as the head of a provincial task force on road safety, said the change is expected to help curb winter accidents.
"There's about 10 per cent of the people right now that don't have winter tires on and they're involved in 38 per cent of the accidents on the road in the winter," he said.
Drivers found without the tires will be fined between $200 and $300, though de Koninck acknowledged spotting drivers without winter tires may be difficult for police officers.

Though this idea in theory will save lives, in reality it is impossible to enforce. Unless police officers busy themselves with looking for people without the tires instead of more important things. I think it is impractical and it is a failure on the part of the Quebec

I think the police should look for the people for not having winter tires because of lower risks of accidents and safe driving but it is best to have all seasons tires
I think that this really does make sense because it says that 10 percent of the people who do not have snow tires are involved and 38 per cent of the accidents on the road. If these people chose to put on their snow tires from November 15 until April 15, you never know, it can save your life, someone elses life and you would also be able to save money because your car can get crashed and you will have to pay quite a bit to repair it. This should not be a bad thing in any case accept the part where it is saying that you will be fined if you do not have your winter tires. I am not on any side or you can say that I am on both sides but this was a really good event to talk about!

this is interesting but i do not thing any other province should do it(make it mandatory for winter tires) this is going to waste a lot of money and all season tires or 4 wheel drive work just fine but a interesting debate topic
I think that the fine should be fifty dollars not three hundred dollars but other wise this is a law that will decrease accidents in Quebec.
why don't people just respect the rules so no more car accidents can happen? Some of the drivers may think that the rules are useless and ridicules, but they will change their mind right after their car crashes. So why not respect the rules now before it's too late?

I think that they should enforce this new law in all provinces across Canada. I personally believe that this will save thousands of lives across Canada form winter accidents which occur very often. They should also ban tire stores across Canada from selling tires except for winter tires during the winter months.
